In 2017, I wanted to take a rare plate off my daily-driver and save it for a weekend/fun car. I didn't have the car yet, so I looked into the process of retaining the plate for future use. This is when I noticed the change to the California DMV Form REG17. They had added "release interest to new owner" in Section 4. This was a game changer. It opened up the possibility for a license plate aftermarket in California.
The concept of an aftermarket is not a new idea. License plate auctions happen regularly in Texas and Delaware, and in other countries buying and selling in the aftermarket is common practice. Plates can go for tens of millions of dollars. Check out http://mmplate.com for more details.
I understand the desire for unique, 1-of-1, collectable items. I also collect domain names, real estate, and artwork. I recently started collecting NFTs. The concept of pairing license plates and NFTs just makes sense. It adds to the rarity, certifies authenticity forever, and establishes a new niche market for a popular symbol of status.
While not all license plates listed on this site are paired with NFTs, I believe that NFT/License Plate pairings are the way of the future, and those that are minted now will increase in value at the market grows.
